Jacqueline Marsan

Jacqueline Marsan, MPA, is a healthcare operations executive with more than 30 years of leadership experience across multi-site ambulatory clinics and public health systems. She is recognized for strengthening clinical operations, expanding access to care, and delivering measurable improvements in performance, efficiency, and patient experience.

Most recently, she served as Assistant County Health Department Director and Chief of Operations for the Palm Beach County Health Department from 2013 to 2026, where she led multi-site clinical operations and system wide performance strategies. During her tenure, she improved patient collections by 30 percent, increased productivity by 25 percent, and supported the acquisition of more than 9 million dollars in funding, while enhancing access through centralized scheduling and call center coordination.

She holds a Master of Public Administration from New York University and a Bachelor of Science in Health Care Administration from St. John’s University. She has contributed to the field through roles including HRSA Grant Reviewer and Chair of the Lake Okeechobee Rural Health Network Governing Board.
